IF the woman you're talking to seems receptive and is giving you positive signs, then maybe progress to a more personal topic, or asking her out. If she's not, merely thank her for the conversation and walk away. As a side note, people DO meet through casual relationships first (they work together or meet at some shared activity, or through friends.) It's just easier to find natural common ground when you are doing something you both have a common interest in. Accordingly, I would recommend you get involved in some activities you enjoy and if you don't meet people you can start a natural conversation with.
